The Government of India, along with specialized autonomous bodies and state institutions, actively deploys capacity-building programs. These initiatives aim to convert traditional farmers into agri-entrepreneurs, retain rural youth in agriculture, promote climate-resilient techniques, and encourage high-value organic farming.
The Strategic Need for Skilling in Agriculture
While India has over 150 million agricultural producers, the majority are smallholders facing issues like shrinking land sizes, volatile market prices, and climate disruptions. Modern agricultural training addresses these structural challenges by focusing on:
- Technology Adoption: Training farmers on precision farming, drones, sensor-based micro-irrigation, and automated machinery.
- Post-Harvest & Value Addition: Moving beyond crop cultivation to processing, packaging, and direct marketing.
- Resource Optimization: Teaching organic, natural, and hydroponic farming to preserve soil health and optimize water usage.
- Diversification: Encouraging allied activities such as apiculture, poultry, aquaculture, and mushroom cultivation for round-the-year income.

1. Krishi Vigyan Kendras (KVKs) – Frontline Capacity Building
Operated under the Indian Council of Agricultural Research (ICAR), a network of over 730 Krishi Vigyan Kendras serves as single-window resource and capacity development centers at the district level.
- Focus: On-farm testing, frontline demonstrations, vocational training for farmers and farm women, and capacity building for field-level extension workers.
- Impact: KVKs deliver targeted programs in climate-resilient farming, seed production, and micro-entrepreneurship.
2. Skill Training of Rural Youth (STRY)
Implemented by the National Institute of Agricultural Extension Management (MANAGE) under the ATMA (Agricultural Technology Management Agency) cafeteria framework:
- Target Audience: Rural youth and young farmers (aged 18–35).
- Structure: Short-term, hands-on skill training programs (7-day duration) covering specific agricultural job roles to create skilled rural labor and spur self-employment.
3. Agriculture Skill Council of India (ASCI)
Established under the Ministry of Skill Development and Entrepreneurship (MSDE) and National Skill Development Corporation (NSDC), ASCI leads skill standardization across farming sectors.
- National Occupational Standards: Develops specialized Qualification Packs (QPs) for various job roles, such as Micro-Irrigation Technician, Solar Pump Operator, Organic Grower, and Drone Operator.
- Recognition of Prior Learning (RPL): Formalizes and certifies informal skills acquired by experienced farmers.
4. Attracting and Retaining Youth in Agriculture (ARYA)
Initiated by ICAR, the ARYA project operates through KVKs to address rural youth migration to urban centers.
- Strategy: Establishes functional micro-enterprises at the village level.
- Key Areas: Processing units, vermicomposting, nursery management, protected cultivation, and poultry hatchery management.
5. Farm Machinery Training & Testing Institutes (FMTTIs)
Under the Sub-Mission on Agricultural Mechanization (SMAM), four primary FMTTIs (located in Budni, Hisar, Anantapur/Garladinne, and Biswanath Chariali) provide technical skill training:
- Focus: Operation, maintenance, repair, and selection of heavy farm machinery, power tillers, and micro-irrigation hardware.
